Submissions are in- and soon hearing of submissions will start.  

I’ll post more about this as it progresses. The proposed Cruising Bylaw 2010 went out for consultation on 18 February. The new bylaw proposes to prohibit cruising on all multi-lane roads, the whole of Main Road (from Ferry Road to Marriner Street, Sumner) and all of Esplanade, Sumner, under the control of the Council on Thursday, Friday, Saturday and Sunday nights each week, and on the night before a statutory holiday, from 10pm to 5am on each of those nights. Submissions on the proposal close on 25 March 2010.

New Riccarton Service Centre

The Council Riccarton Service Centre has returned to the old Riccarton Town Hall.  Along with Helen  and other members of the Community Board, I worked hard to get this when the
advice last year was to discontinue the  service to the local community when the then lease ran out at the Riccarton Post Shop.

The new Service Centre opened at the end of February and it is located in the Riccarton Community Centre which was originally the Riccarton Borough Town Hall.

Rugby World Cup 2011 or RWC2011

We’ve unveiled plans for the Rugby World Cup 2011 and how Christchurch residents can get involved in the action.

This follows Rugby New Zealand 2011’s announcement this week of details of the first phase of ticket sales for the Tournament. From late April applications for Venue and Team Pool Packs open and fans will be able to start thinking about how they can get behind the ABs.

Cathedral Square will host an official Fan Zone for the duration of the tournament. The focal points are the Dome, which will be known as the “World Ruck”, a big screen for screening the games and entertainment through the period of the tournament. The World Ruck will be a seven days a week hub for information on the tournament. The entertainment area outside the World Ruck will showcase some of Christchurch’s best music and performing arts.

Hospitality precincts throughout the city will be encouraged to host internationally banded fan zone where each precinct will adopt a team/nationality and be the supporting hub for those games.

We’ve set up a Governance Group to ensure Christchurch has a lasting legacy following the Rugby World Cup 2011. The group is made up of the Mayor and the Chief Executives of the Christchurch City Council, Vbase, Canterbury Development Corporation, Christchurch and Canterbury Tourism, Canterbury Rugby Football Union, Christchurch International Airport Limited, and Canterbury Employers’ Chamber of Commerce.

The staging of major events and leveraging of associated benefits are significant contributors to the Christchurch economy. Christchurch has a fantastic opportunity to showcase the city and its rugby heritage when it hosts fans from around the world and teams from seven nations for the Rugby World Cup 2011.

Annual Plan and Budget

If you’re interested in the big picture and what Council is planning for the next year the Annual Plan; Council’s Budget and programme of activity for 2010/2011 is still out for consultation till 19 April.

This plan sets the rates level and also maps out all our street and neighbourhood improvements for the next year.

Draft Open Space Strategy

Hearings on the Draft Open Space Strategy were held in the last two weeks of March with around 90 submitters asking to be heard. While there is strong support for maintaining and improving on existing provision for open space, some submitters have raised concerns over providing increased access in rural areas and how this might impact on farming operations, security and privacy. Matters that have received strong endorsement include: good networks across Christchurch and Banks Peninsula, local parks, trees, pedestrian friendly streets and maintaining the provision of open space.

Draft Climate Smart Strategy

Public consultation has begun on the draft Climate Smart Strategy and continues until the end of April. The draft strategy outlines how Council and the Christchurch community can plan for a resilient future and encourage the use of renewable energy, rather than fossil fuels. To raise awareness, various challenges associated with a changing climate were debated at a “Hot Topic” event on 24 March and consultation was timed to coincide with Earth Hour on 27 March.

Major Sewer Upgrade – Western Interceptor and Fendalton Duplication

Work during the next few months will continue to focus on meeting with key stakeholders and finalising the work programmes for the two projects. Site works for both are scheduled to begin in late July 2010.

Old Waimakariri Bridge structural improvement work

Old Waimakariri Bridge structural improvement work is currently being designed and construction is due to start in June 2010. Traffic management will be in place to minimise disruption to road users.

Cycleway developments in the city

Christchurch has many kilometres of on-road cycle-lanes and off-road paths designed to help cyclists move around the city with ease and enjoyment and the number is increasing all the time.

The Council has a number of projects underway to improve the ease and safety of biking in the city. The following cycleways and extensions are expected to be completed by mid 2010.

     North Railway

A cycleway extension from Northcote Road to Tuckers Road is being developed along the rail tracks and will join the existing cycleway south of Northcote Road.  

     Kilmore Street

Cycle lanes are being developed on both sides of Kilmore Street, between Fitzgerald Avenue and Madras Street, to remove a ‘pinch point’ near the shops.

     Stanmore Road

Cycle lanes are being developed on both sides of Stanmore Road to link with the existing ones on Avonside Drive.  

     Linwood Avenue

Much needed improvements to the Linwood Avenue and Aldwins Road intersection will be made. This will include cycle lanes on both sides of the road connecting up to existing lanes at each end and marked cycle waiting areas at the intersection.

     Wairakei Road

Cycle lanes will be installed on both sides of Wairakei Road, stretching from the railway to almost reach Greers Road.
